Here's what I've found regarding publishers of speculative fiction eBooks. If I've got something wrong please leave a comment. If I've missed any publisher/imprint that publishes eBooks only/first, please leave a comment so I can further develop this list. I do know of other eBook only imprints, but I am concentrating on speculative fiction at the moment including UF, SciFi, PNR, etc.
F+W Media - Crimson Romance (eBooks only) and Prologue Books (eBooks of out of print books including SciFi and Fantasy).
Hachette - Forever Yours (an imprint of Grand Central Publishing). Hachette also publishes eBooks only under existing imprints, such as Orbit (Orbit Short Fiction).
Harlequin - Carina Press (eBooks only); Harlequin Nocturne Bites and Harlequin Nocturne Cravings (both eBooks only). Carina Press is publishing a print book collection.
HarperCollins - Avon Impulse (eBooks only).
Kensington Publishing - eKensington (eBooks only)
Penguin - eSpecials under various existing imprints. Intermix (eBooks only)
